New Voter Registration Requirements

Your voter registration form must now include proof of United States citizenship.  If you do not provide proof of citizenship, your voter registration form will be rejected and you will not be able to vote until you have submitted satisfactory evidence of United States citizenship.

Proposition 200, passed by the voters of Arizona at the 2004 General Election, became effective on January 24, 2005.  Proposition 200 requires that proof of citizenship must be submitted with all NEW voter registration forms.

This new voter registration requirement applies if:

You have moved to Arizona from another state and want to register to vote in Arizona, or

You live in Arizona but have moved from one county to another and need to change your address so that you can vote in your new county (for example, you moved from Pinal County to Maricopa County).

You do not need to provide proof of citizenship if you are already registered to vote.

You do not need to provide proof of citizenship if you move within your county (for example, you move from Glendale to Avondale).

Evidence of United States citizenship includes one of the following:

  1. An Arizona driver’s license number or non-operating identification license number issued after October 1, 1996.  This information will be included in question 13 and question 14 of the new Arizona voter registration form.  You do not need to send copies of your Arizona driver’s license or non-operating identification license.  The license number and issue date are all that is required for proof of citizenship.

  1. A legible photocopy of a driver’s license or non-operating identification license issued by another state that identifies United States citizenship on the license.  The Arizona Center for Disability Law recommends that you include one more proof of citizenship if you intend to submit a photocopy of another state’s driver’s license or non-operating identification license.  The Arizona Center for Disability Law is not aware of any state that requires proof of citizenship to obtain a driver’s license or non-operating identification license.

  1. A legible photocopy of your birth certificate that verifies citizenship.  If you have married or changed your name and your name now differs from the name on your birth certificate, you will need to submit additional documentation.  For example, you should submit a copy of you marriage license with the voter registration form and birth certificate if your name change was the result of your marriage.

  1. A legible photocopy of your of the pertinent pages of your United States passport.  This would include the pages that document your name and passport number.

  1. United States naturalization certificate number.  This information will be included in question 20 on the voter registration form.  If you do not provide a copy of the certificate, the County Recorder will have to verify the number with INS prior to adding you to the voter rolls.

  1. A Bureau of Indian Affair’s Card Number, Tribal Treaty Card Number, or Tribal Enrollment Number.  This information will be included in question 16.  You do not need to send a copy of the card.

Do not send originals; send only legible photocopies of your documents.

The county will not add your name to the voter registration roll until the new requirements have been met.
